In short
Urban renewal means residents give a developer the right to build more on the plot, and in return receive a new, or reinforced and extended, apartment at no cost. Everything depends on the developer's feasibility and residents' consent.
The professional explanation
Pinui-binui: demolition of a whole compound and rebuilding, under a detailed plan and with a qualified majority of residents. TAMA 38 (reinforcement and extension or demolish-and-rebuild) has ended as a national plan, and municipalities approved their own alternative plans.
The Government Authority for Urban Renewal publishes information, agreement standards and support for residents. Dedicated laws (the Pinui-Binui (Compensation) Law, the Authority Law) address holdout residents, transparency and protections.
In the Sharon cities renewal focuses on the older neighbourhoods of Herzliya, Ra'anana, Kfar Saba and Hod Hasharon, sometimes combined with adjoining private plots.

A 1960s building in Ra'anana with 16 apartments entered a demolish-and-rebuild track under a local plan. Residents received new, larger apartments, and the developer sold the additional units.
