In short: A real estate developer identifies an opportunity in land or property, assembles the rights, leads planning and licensing, finances and manages the project and carries the risk - from idea to delivery.

The developer "owns the idea and the risk". They do not necessarily build themselves: they buy or assemble land, obtain a plan and permit, bring financing, hire a contractor and supervisor, and sell the product.
The professional explanation
The development cycle: locate land → feasibility (planning, legal, financial) → purchase or combination deal → planning and licensing → financing (equity, bank project finance, investors) → execution by a contractor → marketing and sales → delivery and registration.
Developer profit is the gap between product value and total costs (land, taxes and levies, planning, construction, finance, marketing). Risks include unapproved planning, cost rises, a falling market and delays.
Development in Israel is regulated among others by the Sale (Apartments) (Securing Investments) Law, which requires a guarantee or insurance for buyers' money.

Developer vs. contractor?
The developer initiates, finances and carries project risk; the contractor performs the construction under a contract for a price. Sometimes one company does both, but they are different roles.
How do you start in real estate development?
Usually with a small, defined project (a single house, a semi-detached pair, upgrading a property) with professional support - feasibility study, lawyer, architect and supervisor - not with risky agricultural land.
